Nothing about pushing back the opponent. Hakairyoku is a pretty straightforward word (destructive energy/power). You cannot get the idea that the Kikoho is a mere pushing attack from this text.

Ok,in this message i'll explain Tenshinhan supressed power level against Nappa (manga wise), if Nappa could use the scouter on Tenshinhan.
When Nappa used the scouter we found out that:
Piccolo-1220 hand to hand power-supressed
Krillin-1.083-hand to hand power-supressed
Gohan-981-hand to hand power-supressed

So what would be Tenshinhan Powerlevel if at that moment nappa could use scouter on Tenshinhan.
Easily:
After the fight against raditz:
Piccolo-408
Krillin-206
which means that the difference between Piccolo and krillin was 202.

So,against Nappa,the difference between krillin-1.083 and Piccolo-1.220 is now 137 which means
that krillin decreased the difference between them in 65 units.

According with manga,Tenshinhan after the fight with raditz had a powerlevel of 250,so
Tenshinhan had more 44 units than krillin.
The Bottom line is that Tenshinhan would have a pl of 1.083+44=1.143.
